Why would you want to rely on state assistance?
Because these sorts of places can be *extraordinarily expensive*.
How expensive? We currently pay about $7500 a month(!!) for my dad's assisted living facility. That includes a small studio room with bathroom, three meals a day and snacks, plus laundry, medication management, showering and toileting assistance, and occasional check-ins, and I suppose other activities provided (which many/most residents don't seem to participate in; my dad certainly doesn't). It is private pay and does not accept insurance, but that made sense for our own [[Aging strategy]].
It often doesn't make sense to spend your parent's life savings on the last year(s) of their lives. After all, the [[Last years of your life suck]]. If you [[Aging/Transfer assets|Transfer assets]] long before you might need something like an [[Assisted living facility]], you can preserve wealth—which can be used for either supplementing that state care with [[Private caregivers]] that you pay directly (and therefore can ensure do a quality job), or for ensuring that family is compensated for their efforts, as [[Caregiving is a big job]].
